Delhi Congestion Tax policy to promote public transport, curb traffic & pollution
The government of Delhi is preparing to introduce a congestion tax as part of its efforts to tackle worsening traffic and pollution in the city. With rapid urbanisation and an ever-growing number of vehicles on the roads, traffic congestion has become a serious issue in key metropolitan areas like Delhi, Mumbai and Bengaluru. Congestion not only causes delays and long commuting times but also significantly contributes to air pollution, which is already a major concern in the capital.
Congestion Pricing
In response to this, the Delhi government is working on a congestion pricing policy, which aims to reduce traffic during peak hours by charging drivers who use specific roads or routes in high-demand areas. This move is not solely about raising revenue but is designed to encourage the use of public transport and alternative, less congested routes. By implementing congestion pricing, the authorities hope to create a smoother flow of traffic and improve air quality.
Pilot Phase to Target Key Entry Points
A pilot scheme is planned for 13 key entry points on the outskirts of Delhi, where congestion is particularly acute. If successful, the strategy could be expanded across the city. This approach, which has been used successfully in countries like the UK, USA and Singapore, is designed to discourage unnecessary trips during the busiest times of day, thereby reducing the number of vehicles on the road and cutting pollution levels.
Payment System via FASTag
To facilitate the congestion tax, the government plans to use a payment system that leverages FASTag technology. Vehicles would be charged based on their number plate recognition, making the process seamless and eliminating the need for physical barriers. This system, which is still in the planning stages, would rely on RFID readers and cameras installed at various points around the city.
Additional Measures to Improve Air Quality
In addition to congestion pricing, the Delhi government is working on several other initiatives aimed at reducing traffic and improving air quality. These include measures to control the movement of private and inter-state buses, encouraging the use of electric, BS6 diesel or CNG vehicles for long-distance travel and seizing non-compliant electric rickshaws to reduce road clutter.
Legal Adjustments for Smooth Implementation
The implementation of a congestion tax in Delhi will require changes to the existing legal framework. The government is currently exploring amendments to the Delhi Motor Vehicle Rules or Central Motor Vehicle Rules to allow for the collection of these fees.
