Non HSRP vehicles will be penalised in Maharashtra after March 2025 deadline
The Maharashtra government has introduced a new directive requiring all vehicles registered before April 1, 2019, to adopt High-Security Registration Plates (HSRPs) by March 31, 2025. This move is expected to impact over 20 million vehicles in the state, including two-wheelers, three-wheelers, cars, and tractors.
Vehicle Owners to Bear Costs; Deadline Enforced
Under the mandate, vehicle owners will be responsible for replacing their old number plates with HSRPs, which are tamper-proof and standardized for security purposes. Failure to comply by the deadline could result in penalties under the Motor Vehicles Act. Additionally, the state’s Motor Vehicle Department will deny services such as ownership transfer or address changes for vehicles without HSRPs.
The costs for the installation have been set by the government at Rs. 745 for passenger vehicles, Rs. 500 for three-wheelers and Rs. 450 for two-wheelers and tractors.
Streamlined Appointment-Based Installation
The installation process will be appointment-based and managed online through portals operated by three government-appointed agencies, depending on the Regional Transport Office (RTO) location. Walk-in appointments will not be permitted. Vehicle owners can book, cancel, or reschedule their installation appointments up to 90 days after the initial booking. The agency will verify vehicle details through the official VAHAN portal before the plates are installed.
Advanced Features of HSRPs
The HSRPs come equipped with several security features aimed at enhancing vehicle safety and reducing counterfeiting:
- Chromium-based hologram: Hot-stamped in the top-left corner of both front and rear plates, featuring a blue Ashoka Chakra.
- Laser-branded Permanent Identification Number (PIN): A unique 10-digit PIN laser-engraved on the bottom-left corner of the plate.
- India-inscribed hot-stamping film: Applied to the letters and numerals of the registration number.
- Non-removable snap locks: Fasteners designed to prevent tampering and reuse.
Benefits of HSRPs
The state government emphasises that HSRPs are a step forward in improving vehicle security, especially in tracking stolen vehicles. The standardised design and tamper-proof features make it challenging to counterfeit the plates, enhancing overall road safety.
Public Response and Concerns
While some vehicle owners appreciate the security benefits of HSRPs, others have expressed concerns over the cost burden and logistical challenges of replacing existing plates. The state has assured the public that the online appointment system will streamline the process and minimise inconvenience.
